The chemicals used to make the preservatives were experimental and only later found to have extraordinary effects on the sex drive of anyone who even smelled the vapors. The prison guards where exposed to a massive overdose of these fumes and the result for them was a complete breakdown of any sense of sexual self restraint. The finished statues would still off gas these vapors for many years, but at a slow rate that only later did people realize it was having an effect on the general population. This was mostly expressed in an abandonment of rules regarding public nudity. Some other changes notes were,
*) Adults who were friends of either sex, would EXPECT to have regular sex with each other with it having no more 'meaning' than a polite handshake...while being still infinity more pleasurable.

*) Sex education at schools were now 'practical' courses rather than just health lectures. No, they would not be 'graded' on sex, but all high school senior year sex ed classed would include at least one lab class where students would demonstrate how to put a condom on, both themselves and a lab partner.

*) culturally people started to look at 'bisexual' as the normal, and any who openly declared they would refuse relationships with one sex or the other, were looked at as odd and out of step. So in an odd and maybe ironic way, someone who was COMPLETELY gay would find themselves back in the closet, along with anyone who was COMPLETELY straight.

*) Sex between and with children was still very much illegal and considered sick and wrong. To some peoples surprise the % of sexual predictors who stalked children did not rise, but rather dropped until that category of crime had become nearly unheard of. Of course with nude 'art' in every major park it became obviously silly to 'protect' children from seeing nude figures, but mere nudity was no longer considered the equivalent of sex. For children sake explicit sex was considered an indoor activity and kept away from too young eyes.

*) Sexual explicit art became so common that no one felt a need to shield their eyes from it and even the most 'tame' TV show would have no issue about a topless female or a rear shot of a naked male. Mostly due to old laws rather than public out cries frontal full nudity or males or females were kept off the air until after 9:00pm, but the 10:00pm drama shows would be considered unrealistic if they didn't include fairly frequent 'soft porn' scenes between the main characters.
